Fundamental :
The Regulation is of universal application (Article 20[1]). If the applicable law specified by the Regulation is that of a Member State that is not bound by the Regulation or of a third State, it will apply to the succession.
Example :
If an Italian national dies when residing in Ireland, the Irish law of his habitual residence should apply to his succession.
